More Evidence on the Effects of Voting Technology on Election Outcomes

چکیده
We present new empirical evidence on the relationship between voting technology and election outcomes. First, using data on nine elections in the Netherlands, we distinguish between the introductory and the more permanent effects of electronic voting. Second, we distinguish between national and municipal elections, which have different incentives to fraud given the Dutch system of proportional representation. Third, we test for a possible asymmetry between the effect of moving from paper ballots to electronic voting, and the effect of reverting to paper ballots. Fourth, we control for the density of polling stations. This is crucial as the introduction of voting machines usually goes along with a reduction in the number of polling stations. Using two different data sources – municipality-level data on actual voting behavior and a panel survey among eligible voters – we find small positive effects of electronic voting on voter turnout, a substantial negative effect on the fraction of residual votes, and no effect on the share of left wing parties. ----------Allers: Department of Economics, University of Groningen; [email protected] Kooreman: Department of Economics, Tilburg University; [email protected] We thank Kees Aarts and two anonymous referees for helpful comments, and Enrico Moretti for stimulating discussions.

Does Voting Technology Affect Election Outcomes? Touch-screen Voting and the 2004 Presidential Election
Supporters of touch-screen voting claim it is a highly reliable voting technology, while a growing number of critics argue that paperless electronic voting systems are vulnerable to fraud. In this paper we use county-level data on voting technologies in the 2000 and 2004 presidential elections to test whether voting technology affects electoral outcomes. We first show that there is a positive c...

متن کاملThe Direct Primary and Candidate-Centered Voting in U.S. Elections
In this paper we document a strong correlation between the use of primaries and the transition from “party-based” voting to “candidate-oriented” voting in U.S. statewide elections. First, at the aggregate level we find that the direct primary is associated with a significant increase in “split-ticket” voting, both across states and within states over time. Second, we use a new data set of count...
متن کاملCognitive Biases in Governing: Technology Preferences in Election Administration
Cognitive biases are heuristics that shape individual preferences and decisions in a way at odds with means-end rationality. The effects of cognitive biases on governing are underexplored. We study how election administrators’ cognitive biases shape their preferences for e-voting technology using data from a national survey of local election officials. The Technology Acceptance Model, which emp...
